Description:
The District has requested a proposal from the Texas Association of School Boards (TASB) to conduct a comprehensive compensation and staffing analysis. TASB is a leading resource for public school compensation data in Texas and will evaluate the District’s pay structures, review current employee salaries, compare compensation with relevant peer districts, and provide recommendations for any appropriate adjustments.
The analysis will help the District remain competitive in the employment market while ensuring the responsible use of taxpayer funds. TASB will also review staffing levels across various positions to identify potential opportunities for reorganization or improved operational efficiency. The analysis is expected to be completed in time for the District to evaluate the recommendations and consider any changes for the 2027-2028 school year. |

H.5. Consider Approval of Special Programs Contracted Services
Description:
At the June 15, 2026, Regular Board Meeting, the Board approved the 2026-2027 vendor list for Special Education Contract Services.
District staff has reviewed the approved vendor list, expenditures for the 2025-2026 school year, and anticipated needs for the 2026-2027 school year. This review has estimated the 2026-2027 expenditures for Special Education Contract Services as follows:

H.6. Consider Approval of ParentSquare Communication Platform and Virtual Phone Services
Description:
The District has used ParentSquare for several years as its primary platform for district, campus, classroom, and family communications. Staff recommends continuing the District’s ParentSquare services and Virtual Phone feature.
Virtual Phone allows staff to make and receive school-related calls using dedicated district phone numbers without disclosing their personal phone numbers. The agreement is for 3 years at a total cost of $140,140. The cost for the 2026-2027 school year is $44,450 and is included in the current budget. |

H.7. Consider Approval of ClassLink Services
Description:
The District has used ClassLink for several years to provide students and staff with secure, centralized access to instructional applications and other digital resources. ClassLink simplifies access through a single sign-on portal and supports the management of user accounts and application access.
Continuing these services will provide consistent access to digital resources, support the District’s cybersecurity efforts, and reduce the administrative work associated with managing user accounts and application rosters. H.8. Consider Approval of Interlocal Agreement with the EPIC6 Purchasing Cooperative
Description:
At the June 15, 2026, Regular Board Meeting, the Board approved the District’s purchasing cooperatives for the 2026-2027 school year.
The District has since received an interlocal agreement to participate in the Educational Purchasing Interlocal Cooperative at Region 6 (EPIC6). Purchasing cooperatives allow the District to obtain goods and services at competitive prices while supporting compliance with applicable state and federal procurement requirements. Adding EPIC6 to the District’s approved purchasing cooperatives will expand the number of vendors and purchasing options available to the District. There is no cost to participate in the EPIC6 purchasing cooperative. |

H.9. Consider Approval of AIA B105 Agreement with Reed, Wells, Benson and Company
Description:
At the June 15, 2026, Regular Board Meeting, the Board approved Reed, Wells, Benson and Company as a qualified firm to provide mechanical, electrical, plumbing, and HVAC engineering services to the District.
The District has now received an AIA B105 agreement establishing the terms and conditions under which the firm will provide these professional services. The agreement outlines the scope of services, responsibilities of each party, compensation, and other applicable contractual requirements. |

I.4. Consider Approval of Certification of Compliance with Certain Laws Under Texas Education Code 39.008 as Enacted by Senate Bill 12
Description:
Beginning with the 2026-27 school year, each school system must submit a board-approved certification of compliance to the Texas Education Agency (TEA) no later than September 30 of each school year. Pursuant to
TEC, §39.008, the annual certification must: *be approved by a majority vote of the board of trustees or governing body at a public meeting that includes an opportunity for public testimony and for which notice was posted on the school system’s website at least seven days before the meeting; *be submitted electronically to TEA; and *include the required information outlined in TEC, §39.008(b)(2). School systems should take the following actions to ensure timely compliance with this new requirement: *Review local policies and procedures to ensure alignment with TEC, §§11.005 (Prohibition on Diversity, Equity, and Inclusion Duties) and 28.0022 (Certain Instructional Requirements and Prohibitions); *Document how district or school employees and contractors were notified of these policies and procedures; *Compile descriptions of any changes made to existing policies, programs, procedures, or trainings that were altered to comply with these statutes, as well as any cost savings the district gained based on these actions.
