9.A. Section 125 Premium Only Plan
Description:
Recommendation Approve the Southeast Island School District Section 125 Premium Only Plan, effective July 1, 2026, and authorize the Superintendent to execute the plan document and any related administrative documents on behalf of the District. Pertinent Facts Southeast Island School District sponsors employee benefit plans that provide qualified benefits within the meaning of Section 125 of the Internal Revenue Code. The proposed Section 125 Premium Only Plan allows eligible employees to elect certain qualified benefit coverages and pay the employee portion of eligible premiums through pre-tax salary redirection. The plan year begins July 1 and ends June 30. The plan document identifies eligible optional benefit coverages that may be made available through the District’s benefit plans, including medical, dental, vision, prescription drug coverage, health FSA, dependent care FSA, HSA contributions, disability coverage, and other allowable benefits under Section 125. The plan is intended to satisfy the written plan requirement for a Section 125 cafeteria plan and to be administered in compliance with applicable federal requirements. The document also authorizes the plan administrator to administer the plan, interpret its provisions, maintain plan records, provide employee notifications, and take actions necessary for compliance. Board approval is requested to adopt the plan for the 2026-2027 plan year and authorize the Superintendent to execute the plan document on behalf of Southeast Island School District.

9.B. Capital Improvement Project/Facility Needs Report
Description:
Recommendation Discussion item only. Review the draft FY 2028-2033 Six-Year Capital Improvement Plan and provide feedback to administration regarding facility priorities, project descriptions, estimated costs, and preparation of the final six-year plan for Board approval in August. Pertinent Facts Each spring, the Board receives a Capital Improvement Plan/Facility Needs Report to review major facility needs, discuss project priorities, and provide direction before the final six-year Capital Improvement Plan is brought forward for approval. Attached is the draft FY 2028-2033 Six-Year Capital Improvement Plan. The draft plan identifies current major maintenance and life-safety priorities across District facilities, with emphasis on projects involving fire suppression, heating and HVAC controls, roofing, fuel storage infrastructure, safe drinking water, and major building rehabilitation. The draft plan currently identifies seven FY 2028 priority projects with an estimated total cost of $12,874,969: Priority 1: Thorne Bay School Life-Safety Fire Suppression System Replacement This spring review is intended to provide the Board with an opportunity to discuss facility needs and project prioritization. The final six-year plan is expected to be brought back to the Board for formal approval in August prior to submission to the Alaska Department of Education & Early Development.

9.C. FY 2027 SERRC Special Education Services Contract for School Psychology, Speech-Language Therapy, Physical Therapy, and Occupational Therapy Services
Description:
Recommendation It is the administration's recommendation that the Board ratify the FY27 SERRC Special Education Services Contract, Contract No. DCRS_27-46-001, in the amount of $43,562.59. Pertinent Facts The FY27 SERRC Special Education Services Contract provides specialized special education-related services that support District programs and services including school psychology, speech-language therapy, physical therapy, and occupational therapy services. Services are provided through a combination of on-site, office-based, virtual, and travel-related service days. The contract cost includes personnel services, travel, lodging, meals/per diem, software licenses, testing materials, and supplies. The total contract amount is $43,562.59 after application of a POW Island cost-sharing discount. Board ratification is requested in accordance with BP 3312, which provides that contracts over $10,000 are to be approved or ratified by the School Board. The Superintendent or designee is authorized to enter into contracts on behalf of the District, subject to applicable Board policy requirements. |

9.D. FY 2027 Professional Services Agreement with Margaret Eads Business Services
Description:
Recommendation It is the administration's recommendation that the Board approve the FY 2027 Professional Services Agreement with Margaret Eads Business Services in an amount not to exceed $40,700.00. Pertinent Facts Southeast Island School District seeks approval to enter into a professional services agreement with Margaret Eads Business Services for professional business office and administrative support services for FY 2027. The agreement includes support for business office functions such as payroll, purchasing, accounts payable, maintenance data, recordkeeping, reporting, and related administrative support services. The term of the agreement is July 1, 2026 through June 30, 2027. Total compensation is not to exceed $40,700.00. Board approval is requested in accordance with BP 3312, which provides that contracts over $10,000 must be approved or ratified by the School Board. |

9.E. FY 2027 Professional Services Agreement with PG Consulting
Description:
Recommendation It is the administration's recommendation that the Board approve the FY 2027 Professional Services Agreement with PG Consulting in an amount not to exceed $15,000.00. Pertinent Facts Southeast Island School District seeks approval to enter into a professional services agreement with PG Consulting for Migrant Education Program support services for FY 2027. The agreement includes support for migrant student recruitment, program documentation, inventory coordination, ordering support, distribution coordination for migrant program books and materials, recordkeeping, reporting, and related administrative support services. The term of the agreement is July 1, 2026 through June 30, 2027. Total compensation is not to exceed $15,000.00. Board approval is requested in accordance with BP 3312, which provides that contracts over $10,000 must be approved or ratified by the School Board. |

9.F. Classified Employee Handbook Updates
Description:
Recommendation It is the administration's recommendation that the Board approve the Classified Employee Handbook Updates Pertinent Facts Southeast Island School District administration has prepared proposed updates to the Classified Employee Handbook for FY 2027. The proposed updates include revisions to the classified salary schedules and temporary employee rates to ensure all pay rates meet or exceed applicable minimum wage requirements, in response to Alaska’s minimum wage increase to $14.00 per hour effective July 1, 2026. The proposed updates also increase all pay range and temporary rates, adjust the bus driver range to meet statutory wage requirements, remove unused salary ranges, and re-letter the remaining ranges. Additional proposed compensation updates include updated substitute teacher rates and the addition of a stipend for regular employees who work as substitute teachers. The proposed salary schedules include pay rates for FY 2027 and FY 2028. If the salary rate increases are adopted, classified personnel action forms for FY 2027 that are included on this meeting agenda for approval will be adjusted to reflect the approved rate changes. The proposed handbook revisions also include updates to sick leave and sick leave bank language, including clarification of sick leave bank contributions and updating sick leave accumulation for salaried employees so the accumulation rate aligns with hourly employees. Additional language updates are proposed in sections addressing the Pregnant Workers Fairness Act, discipline, evaluation timelines, and related handbook provisions to improve clarity and alignment with District procedures and applicable requirements. The attached redlined version of the handbook shows the proposed changes for Board review.
