8.A. Consider Wealth Equalization Intent - For the 2023-2024 school year, we delegated contractual authority to obligate the school district under Texas Education Code (TEC) §11.1511(c)(4) to the superintendent, solely for the purpose of obligating the district under TEC, §48.257 and TEC, Chapter 49, Subchapters A and D, and the rules adopted by the commissioner of education as authorized under TEC, 49.006. This included approval of the Agreement for the Purchase of Attendance Credit or the Agreement for the Purchase of Attendance Credit (Netting Chapter 48 Funding).
Description:
Approving this will authorize the superintendent to have contractual authority on behalf of the district for Excess Revenue purposes to be in Chapter 49 compliance.
Per TEA on September 17th - TEA Administrator’s comments: Please revise the board minutes to include the following, For the 2024-2025 school year, we delegated contractual authority to obligate the school district under Texas Education Code(TEC) §11.1511(c)(4) to the superintendent, solely for the purpose of obligating the district under TEC, §48.257 and TEC, Chapter 49, Subchapters A and D, and the rules adopted by the commissioner of education as authorized under TEC, 49.006. This included approval of the Agreement for the Purchase of Attendance Credit. Upload the revised board minutes and resubmit the contract for review. |
8.B. Consider and Act on 2024-2025 Resolution regarding the Extracurricular Status of the 4-H organization and adjunct faculty of Cody Trimble, Rebel Royall, Brad Easterling, Chase McPhaul, and Erica Batla.

Consider and take action to adopt a Resolution to Approve an Engagement Letter with Leon Alcala, PLLC to Serve as Bond Counsel, a law firm with substantial experience serving as bond counsel; finding that such services are specialized and cannot be adequately performed by District personnel or other counsel and that a contingency fee contract is in the best interest of the District because no amount will be paid unless a transaction is completed.
