V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by one of the following methods by 10 am on Tuesday, February 8, 2022: email public comments to jsaxton@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. The public may request to speak via Zoom during the Call to the Public by submitting a request prior to the meeting or may complete a Call to the Public request form at the governing board meeting to speak in person. |

IX.A. Indian Community Participation- Dr. Koerperich
Description:
Policy IHBJ outlines our District's responsibility to give tribal officials and parents of Indian students the opportunity to comment on the participation of Indian students on an equal basis in the school program. In addition, Policy KJG requires our District give an annual status report based on public school performance measurements to each Indian Nation with tribal lands located within district boundaries and governed by the Arizona Department of Education. We are requesting to act upon these actions at this time.
Recommendation: Take public comments from the Indian community according to Policy IHBJ. In addition, provide Governing Board recommendations to the district administration team based on public comments. |
IX.B. Impact Aid Program Indian Policies and Procedures (IPPs)- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board review of the Impact Aid Program Indian Policies and Procedures (IPP) that are a required measure for Impact Aid compliance.
Recommendation: Discussion and consideration to review the current Indian Policies and Procedures as presented. |
IX.C. Aggregate Expenditure Limit Resolution- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board action to approve a resolution encouraging the Arizona Legislature to approve extending the aggregate expenditure limit to allow HUSD #3 to fully expend the district's current budget capacity in FY 22. The Holbrook School District stands to lose 2.6 million in their budget capacity on April 1, 2022 if the Arizona Legislature does not override the aggregate expenditure limit.
Recommendation: Discussion and consideration to approve the Holbrook Unified School District Aggregate Expenditure Limit Resolution to be submitted to Arizona Legislators. |
IX.D. Annual Review of Employee Post Retirement Options (PREO)– Dr. Koerperich
Description:
According to District’s policies, GDQC, GDQC-EA, GCQE, GCQE-EA and GCQE-EB, the Governing Board must annually review the district’s retirement polices and make any modifications, discontinue the program or approve the program as presented. These policies; as well as, the administrative procedure for Post Retirement Employment Option (PREO) outline post-retirement benefits for certified and support staff members. It is recommended that the Board continue to offer these programs as presented. The administration is recommending only technical changes to the Post-Retirement Employment Option. The Holbrook School District is requesting to approve the Post Retirement Employment Option (PREO) as presented.

Description:
The Holbrook School District is requesting Governing Board review of Policies GDQC, GDQC-EA, GCQE, and GCQE-EA Retirement of Professional Staff Members and Support Staff Members. The changes to the policy are included in the back-up materials.

IX.F. Policy GCQE-EB Retirement Of Professional And Support Staff Members Work Agreement First Reading- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a revision to Policy GCQE-EB Retirement of Professional and Support Staff Members Work Agreement. The changes reflect that the form will be used for professional and support staff members that return to work for their insurance after retirement; as well as, a provision for professional staff working in a support staff role if agreed upon by the employee and the Superintendent. The policy is included in the back-up materials.

IX.G. Policy GCCG Professional/Support Staff Voluntary Transfer Of Accrued Sick Leave First Reading- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a revision to Policy GCCG Professional/Support Staff Voluntary Transfer of Accrued Sick Leave for first reading. The policy revision outlines an applicant for the sick bank must have a non-job related, seriously incapacitating illness or injury lasting at least ten work days to qualify for sick bank leave. The policy revision is included in the back-up materials.

IX.H. District Recruiter Job Description Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a District Recruiter job description as presented. The District Recruiter stipend is eligible for any teacher that recruits a new teacher for SY 22-23 and beyond to the Holbrook School District. The details of the District Recruiter position are included in the job description.

Description:
The Holbrook School District is requesting governing board approval of updated Year 1 and Year 2 Mentoring job descriptions that will be implemented this year. The job descriptions are included in the back-up materials.

Description:
The Holbrook School District is requesting Governing Board approval of the terms and conditions for building renewal grants including: Hulet Elementary HVAC Procurement (BRG-PROC-00106) and Holbrook Junior High Quad Design (BRG-DSGN-00752). The Board President is required to sign the terms and conditions as presented.

IX.K. Northern Arizona Council Of Governments Head Start Program MOU- Dr. Koerperich
Description:
The Northern Arizona Council of Governments Head Start Program (NACOG) has submitted a Memorandum of Understanding (MOU) between the Holbrook School District and NACOG for governing board approval. The MOU outlines roles and responsibilities for HUSD #3 and NACOG to provide Head Start services between HUSD and NACOG. The MOU is included in the back-up materials.
