III. APPROVAL OF MINUTES

Description:  Approve the minutes of the June 15, 2021 regular Governing Board meeting and June 24, 2021 special Governing Board meeting as presented.
IV. APPROVAL OF AGENDA
Description:  Recommendation:  Approve the agenda for the July 13, 2021 Governing Board meeting as presented.
V. CALL TO PUBLIC
V.A. Those wishing to address the board are requested to submit their comments by one of the following methods by 10 am on Tuesday, July 13, 2021. Email to jsaxton@holbrook.k12.az.us, fax to 928-524-3073 or by USPS, PO Box 640 Holbrook, AZ 86025. The public may request to speak via Zoom during the Call to the Public by submitting a request prior to the meeting.

Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district.  The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

VIII. OLD BUSINESS
VIII.A. Second Step Social And Emotional Curriculum Adoption- Dr. Koerperich
Description:  Indian Wells Elementary School has completed a 60-day review of the social and emotional learning curriculum, Second Step.  The curriculum will be implemented alongside the Positive Behavioral Intervention and Support (PBIS) program at Indian Wells Elementary School.  The curriculum is now ready for final adoption.

Recommendation: Discussion and consideration to approve the adoption of the social and emotional learning curriculum, Second Step, as presented.
VIII.B. Psychology: Perspective and Connections, Feist/Rosenberg, 4th Edition Adoption  - Dr. Koerperich
Description:  Holbrook High School is requesting Governing Board approval of the adoption of Psychology: Perspective and Connections, Feist/Rosenberg, 4th Edition for a dual enrollment Psychology class to be offered at Holbrook High school.  The text has undergone a 60-day review.

Recommendation:  Discussion and consideration to approve the textbook Psychology: Perspective and Connections, Feist/Rosenberg, 4th edition to be used for the Psychology course at Holbrook High School.
IX. NEW BUSINESS
IX.A. Public Hearing For FY 22 Budget- Mr. Hancock
Description:  On June 24, 2021, the HUSD #3 Governing Board approved the FY 22 proposed budget.  A summary of the proposed budget was posted on the ADE website for the required 10 days.  As required by law, by July 15, 2021, a formal public hearing must be held to take comments on the budget.

Recommendation:  Motion to take comments from the public pertaining to the FY 22 budget as required by state law.
IX.B. Budget Adoption For FY22 - Mr. Hancock
Description:  The Holbrook Unified School District has developed the FY22 Holbrook Unified School District budget.  We are now requesting approval of the FY22 Holbrook Unified School District budget as presented.

Recommendation:  Discussion and consideration to approve the FY22 Holbrook Unified School District budget as presented.
IX.C. Public Hearing On Elementary and Secondary School Emergency Relief (ESSER) Funds- Dr. Koerperich
Description:  The Holbrook School District is taking public comments on the use of federal stimulus funding to provide a safe, healthy and educational return to school beginning August 4, 2021.  Public comment will be taken at this time.

Recommendation:  Discussion and consideration to hear public comment on the use of Elementary and Secondary School Emergency Relief funds at this time.
IX.D. Approval of the SY 21-22 HUSD #3 12-Point Back To School Plans- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of the  HUSD #3 12-Point Back to School Plans.  The district plan, along with each school's plan, are included in the back-up materials.  

Recommendation:  Discussion and consideration to approve the HUSD #3 12-Point Back to School Plans for SY 21-22 as presented.
IX.E. SY 21-22 School Safety Plan Approvals- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of school safety plans for SY 21-22 as presented.

Recommendation:  Discussion and consideration to approve school safety plans as presented for SY 21-22.
IX.F. SY 21-22 Employee Handbook- Dr. Koerperich
Description:  The Holbrook School District outlines basic employee regulations through an Employee Handbook. The handbook is a summation of basic policies and procedures that apply to district employees.  We are requesting approval of the SY 21-22 Employee Handbook as presented.

Recommendation:  Discussion and consideration to approve the SY 21-22 Employee Handbook as presented
IX.G. Positive Behavior Interventions And Support Handbook Approvals- Dr. Koerperich
Description:  Indian Wells Elementary School, Park Elementary School and Hulet Elementary School are requesting approval of the 2021-2022 PBIS Handbooks.  The handbooks are included in the back-up materials.

Recommendation: Discussion and consideration to approve the Indian Wells Elementary School, Park Elementary School, and Hulet Elementary School PBIS Hanbooks as presented.
IX.H. Prop 301 Stipends- Dr. Koerperich
Description:  The Holbrook School District is requesting approval to include $1,000 per certified employee for retention stipends for SY 21-22.  The stipend will be for any eligible participant for Prop 301 for the 2021-2022 school year.  New and additional Prop 301 funds will be utilized for certificated teachers and counselors.  We are requesting $1,000 per administrator that participate in Prop 301 to be paid from maintenance and operations funding as well.

Recommendation: Discussion and consideration to approve $1,000 per certificated employee that are eligible for Prop 301 funds for SY 21-22; as well as, $1,000 for administrators that participate in Prop 301 to be paid from maintenance and operations budget as presented.
IX.I. Holbrook High School Attendance Clerk & Registrar Extra Duty Job Description- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of a revised Holbrook High School Attendance Clerk job description with the addition of an extra duty assignment for registrar duties.  The job description and registrar extra duty information is included in the back up materials.

Recommendation:  Discussion and consideration to approve the Holbrook High School Attendance Clerk job description which includes and extra duty assignment for registrar duties as presented.
IX.J. Authorized Checking Account Signers - Mr. Hancock
Description:  The Governing Board is required to designate school officials who may sign checks from the various checking accounts used by our District.  Included in the back-up material is a list of recommended authorized checking account signers for SY 21-22.

Recommendation:  Discussion and consideration to approve the list of authorized check signers as presented in the back-up materials.
IX.K. Sole Source Vendors- Mr. Hancock
Description:  The Holbrook Unified School District would like to designate specific vendors as sole source for their products and services for FY 22.  Sole source vendors are designated on the basis that they are the sole provider for the required materials or services for our school district.  A list of sole source providers are included in the back-up materials.

Recommendation: Discussion and consideration to approve the sole source providers as listed in the back-up materials.
IX.L. Red Cross Agreement- Dr. Koerperich
Description:  The American Red Cross has requested the use of the Holbrook Unified School District facilities during a disaster relief effort such as a wildfire.  The American Red Cross has outlined a facility use agreement that outlines each party's responsibilities; as well as, reimbursement procedures, in the case of a disaster relief effort that would require the use of the Holbrook Schools as a relief shelter.  The American Red Cross Facility Use Agreement is included in the back-up materials.

Recommendation:  Discussion and consideration to approve the American Red Cross Facility Use Agreement as presented.
IX.M. Foster Grandparent Program Memorandum Of Agreement- Dr. Koerperich
Description:  The Navajo Nation Division of Health has requested to enter into a Memorandum of Agreement (MOA) with Indian Wells Elementary School to implement a Foster Grandparent Program. The Foster Grandparent Program allows qualified applicants through the Navajo Nation Division of Health to volunteer in the school.  The volunteers will be required to be fingerprinted and approved through school administration.

Recommendation: Discussion and consideration to approve the Foster Grandparent Program Memorandum of Agreement as presented.
IX.N. Northland Pioneer College Intergovernmental Agreement- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of the 2021-2022 Intergovernmental Agreement between the Navajo Community College District (NPC) and the Holbrook Unified School District as outlined in the back-up materials.

Recommendation: Discussion and consideration to approve the Intergovernmental Agreement with the Navajo County Community College District as presented.
IX.O. Beyond Textbooks Intergovernmental Agreement- Dr. Koerperich
Description:  The Holbrook School District annually utilized Beyond Textbooks as a standards-based guide to teaching the Arizona state standards in grades K-12.  The Holbrook School District is requesting Governing Board approval of the SY 21-22 Beyond Textbooks Intergovernmental Agreement with Vail Unified School District as presented.

Recommendation:  Discussion and consideration to approve the SY 21-22 Beyond Textbooks Intergovernmental Agreement with Vail Unified School District as presented.
IX.P. Open Enrollment Capacity for 2021-2022- Dr. Koerperich
Description:  The District’s Open Enrollment Policy, JFB, requires that the Governing Board make the determination for capacity to accept out-of-district students based on the Superintendent’s annual estimate of excess capacity available at each grade level. We would like Governing Board approval for the 2021-2022 open enrollment capacities as outlined in the back-up materials.

Recommendation:  Discussion and consideration of the 2021-2022 open enrollment capacities as outlined in the back-up materials.
IX.Q. K-12 Special Needs Aides - Dr. Koerperich
Description:  The District is required to provide services for special needs students ages three through five (preschool) and grades K-12. Many of these children have severe disabilities and require one-on-one assistance. It is difficult to maintain proper staffing in these circumstances because students enter our program at various times throughout the year. I would like to request approval to hire additional paraprofessionals and/or health aides throughout the school year, as needed, to provide one-on-one assistance if the child’s Individual Education Plan (IEP) specifies such services are necessary and our current staffing does not allow for these services to be offered.

Recommendation: Approve the request to hire paraprofessionals and/or health aides throughout the school year, as needed, when these positions are required by a student’s IEP.
IX.R. Holbrook High School Science Department 60-Day Review Materials- Dr. McKinnon
Description:  Holbrook High School is requesting a 60-day review of science course curriculum materials.  The course materials are included in the back-up materials and will be posted on the HUSD #3 website under Resources and 60 Day Review Materials.  The curriculum review materials are open source and there are no costs associated with the curriculum.

Recommendation: Discussion and consideration to approve Holbrook High School science course curriculum for a 60-day review as presented.
IX.S. Greater Phoenix Educational Management Council and AZ Educational Management Council IGA- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of a revised Intergovernmental Agreement (IGA) with the Greater Phoenix Educational Management Council and AZ Educational Management Council.  The IGA has a new fiscal agent, Agua Fria School District.  This is the only change in the IGA.  The IGA is valid through FY 24.

Recommendation: Discussion and consideration to approve the Greater Phoenix Educational Management Council IGA as presented.
