7.2. Board Meeting Masking Requirement
Description: 
  • Friday, May 14th the Minnesota School Board Association received communication from the Minnesota Department of Education that the COVID-19 mask requirement no longer applies to school board meetings.
  • A school board may choose to impose a mask requirement for school board meeting attendees if it wishes to do so.
7.3. Minnesota's COVID-19 response 
Description: 
  • Step One:
    • May 7th, removes limits and distancing requirements for outdoor events and ends mask requirements outdoors except when attendance exceeds 500.
  • Step Two:
    • May 28th, all limits and restrictions will come to an end, including indoor events and gatherings. However:
      • Face coverings indoors and for the largest outdoor events with controlled access remains in place.
  • Step Three:
    • Once 70% of Minnesotans aged 16+ get their vaccine - but no later than July 1 the remaining face covering requirement will end.

8.1.c. Roseau School District Budget to Actual Expenditure Report
Description: 
  • The Budget to Actual document provides a financial report detailing actual budget as well as up to date expenditures on a monthly basis per fund balance as well as line item.
8.1.d. Minnesota School Board Association Mandatory School District Policy (First Read)
Description: 
  • A number of school board policies are mandatory and are necessary to meet the requirements of state or federal law.
  • State and federal agencies look for the mandatory school board policies during accreditation visits, financial audits, investigations and as contingencies prior to the release of funds.
  • The following policies are presented as a "first read" with no formal action required.

8.1.e. Roseau School District selected to host Sub Section Competition
Description: 
  • The Roseau School District will host sub-section Solo Band Contest in November of 2022
  • The Roseau School District will also sub-section Large Group band contest in March of 2023
8.1.f. Voluntary Dental and Vision Plans for employees
Description: 
  • Delta Dental and Minnesota Healthcare Consortium Vision Plan
  • Both voluntary plans may be offered at no financial cost to the district 
  • Both Dental and Vision are ancillary benefit options. 
  • Based on information I have been presented a minimum of 10 employees must be enrolled for voluntary plans to be offered.
8.1.g. Calendar Options for 2021-2022
Description: 
  • Two Calendar Options are attached for review
  • Both calendars include 182 work days for staff
  • Both calendars include students in school on 172 days
  • Calendars will be presented to staff for feedback
  • RTA previously indicated support for calendar similar to 2020-2021
  • Both calendars include a designated date/time for staff development. Minimum 1/2 day or 1 day per month.
8.1.h. E-Learning Plan
Description: 
  • Committee consisting of Building Principals, RTA Presidents and High School Teacher representation.
  • The attached plan has been created and agreed upon by committee as a group.
  • No action requested. Plan will be presented in June meeting for board action.

10. Proposed Resolutions May 17th, 2021.
10.1. A motion was made by ______________, seconded by _________________, BE IT RESOLVED the Board of Education of District 682 approve the tenure of Katie Schaan as an Elementary teacher as recommended by Principal McGuire.
10.2. A motion was made by ______________, seconded by _________________, and UC that, BE IT RESOLVED that the Board of Education of District 682 approve leave request for Mattea Brandt beginning August 9th.  
10.3. A motion was made by ______________, seconded by _________________, and UC that, BE IT RESOLVED that the Board of Education of District 682 approve the hiring of Kristi Bjerk as a long term substitute High School Office secretary.
10.4. A motion was made by ______________, seconded by _________________, and UC that, BE IT RESOLVED that the Board of Education of District 682 approve resignation of Joyce Pearson as a paraprofessional.
10.5. A motion was made by ______________, seconded by _________________, and UC that, BE IT RESOLVED that the Board of Education of District 682 approve offering voluntary Delta Dental plan to employees at no district cost.
