OPEN FORUM PROCEDURES: 1. The open forum will be held at the beginning of the meeting. 2. Those wishing to speak should sign up and indicate the topic at the beginning of the meeting. 3. A maximum time of 20 minutes will be allowed for the open forum. 4. A basic guide of three people per topic with a maximum of five minutes per person. 5. Description:
The Minnewaska Area Baseball Association (MBA) has requested to enter into a new agreement with Independent School District No. 2149 to utilize the district's baseball facilities to host the Region 4C Amateur Baseball Tournament and related events in the summer of 2026. A similar agreement was in place for the summer of 2020 and was successfully executed. A draft agreement has been reviewed and updated to reflect current expectations, responsibilities, and legal requirements. The agreement outlines details related to scheduling priority, facility maintenance, insurance coverage, use fees, alcohol sales, and other terms to ensure clarity between the School District and the Association. Administration recommends approving the proposed Agreement for Use of Baseball Facilities between Independent School District No. 2149 and the Minnewaska Area Baseball Association for summer 2026 as presented. 13. PROPOSED 2025 PAYABLE 2026 LEVY LIMITATION CERTIFICATION PROCESS: (ACTION) (APPENDIX) (ROLL CALL VOTE)
Description:
Certification of Proposed 2025 (Payable 2026) Levy Each school district is required to certify the proposed 2025, payable 2026, property tax levy to the county auditor and to the Department of Education by October 1, 2025. The proposed property tax levy is the school district’s proposed property tax levy for all purposes, including debt service. The law provides that the school district may certify the proposed levy as: a. A specific dollar amount, or b. An amount equal to the maximum levy limitation certified by the Commissioner of Education to the county auditor, according to Minn. Stat. 126C.48, Subd 1. Superintendent Rankin will make a brief presentation and answer board members' questions regarding the proposed levy and the levy process. According to Minnesota Statue 204B.31, the governing body of the school district holding an election that is not held in conjunction with a state election has the authority to set the dollar amount for election judges. Based on recommendations from the Secretary of State and other school districts, the administration recommends setting the pay for election judges at $20.00 per hour. Description:
The MAS school board needs to schedule a special school board meeting to canvass for the results of the election scheduled to be held on Tuesday, November 4, 2025. Pope County officials have requested that the school board set a special meeting for November 13 or November 14, 2025. Most counties appreciate school boards scheduling the special meeting on one of the latter dates after the election so ample time is available for them to count ballots. Board action is requested to schedule the special meeting to canvass election results for Thursday, November 13, at 7:30 am in the MAS boardroom. Minnewaska Area Schools has entered into an agreement with Lac Qui Parle Valley Schools for the 2025-2026 school year to provide business manager and financial services. Under this agreement, Minnewaska will supply a licensed Business Manager who will dedicate approximately 80 hours per month to LQPV. In return, LQPV will compensate Minnewaska $80,000 toward the cost of the position. The agreement outlines responsibilities of both parties, invoicing/payment terms, and provisions for termination, insurance, and liability.
