5) Approval of Minutes from Previous Meeting(s)
Description:
Submitted to the Board of Education are the minutes of the previous meeting(s).
The Board of Education must approve these minutes with corrections if desired in order to generate the official meeting record. The minutes of the Board transactions then become a part of the formal District #36 records and are available for examination by District #36 residents, auditors, and State authorities. The motion to approve Board minutes can be by voice vote. Verify if there are any corrections. |

6) Status of FOIA Request(s)/Response(s)
Description:
This section of the Board of Education meeting provides the opportunity to share any FOIA Request(s) and/or Response(s) with all in attendance.
"The president or district superintendent shall, at each regular board meeting, report any requests made of the district under provisions of the Freedom of Information Act and shall report the status of the district’s response." 105 ILCS 5/10-16. On May 19, 2026, the District received a FOIA request from Mike Powers from SMART Local 265, requesting material: "provide any available records, including bid documents, bid tabulations, contracts, proposals, and board approvals, for work involving the following scopes: HVAC (heating, ventilation, and air conditioning), including exhaust systems; Roofing work, including architectural sheet metal used for weatherproofing and/or ornamental purposes; Gutters and downspouts; Installation and/or replacement of lockers; Installation and/or replacement of toilet partitions; Kitchen renovations or upgrades; Current HVAC service or maintenance contracts. The District responded to Mr. Powers on May 26, 2026, and supplied the requested information. See enclosures for the FOIA request and response. On May 27, 2026, the District received a FOIA request from Jacques Faure from The Data Branch, requesting material: "All products from School Asset Manager, Collaborative Student Transportation, Prismatic Services Inc, Lead Public Schools, buildEd, and Transpar Group. We are seeking records from 2022 to now that reflect the pricing structure of any such engagement, including (if available), per-unit costs, subscription or licensing terms, and/or implementation fees. This request covers records such as: Contracts, service agreements, order forms; Purchase orders relating to the listed vendors; RFP or solicitation documents; Task orders issued against cooperative purchasing agreements." The District responded to Mr. Faure on June 1, 2026, that no information exists. See enclosures for the FOIA request and response. On June 3, 2026, the District received a FOIA request from Dixon Goodell from The Data Branch, requesting material: "All products from CDW-G, AG Parts, K-12 Tech, and Vivacity Tech. We are seeking records from 2022 to now that reflect the pricing structure of any such engagement, including (if available), per-unit costs, subscription or licensing terms, and/or implementation fees. This request covers records such as: Contracts, service agreements, order forms; Purchase orders relating to the listed vendors; RFP or solicitation documents; Task orders issued against cooperative purchasing agreements." The District responded to Mr. Goodell on June 8, 2026, that no information exists. See enclosures for the FOIA request and response. On June 7, 2026, the District received a FOIA request from Alice Silvestri from The Data Branch, requesting material: "All products from: Apptegy, Finalsite, ParentSquare, SchoolMessenger, and Blackboard Inc. We are interested in records from 2022 to now that document the financial terms of any engagement with the vendors listed above. Where available, this may include per-unit pricing, subscription or licensing fees, and any implementation or onboarding costs. Specifically, we are seeking: Contracts, service agreements, or order forms; Purchase orders tied to the listed vendors; RFP or solicitation documents; Task orders issued against cooperative purchasing agreements." The District responded to Ms. Silvestri on June 11, 2026, and supplied the contract or agreement and purchase orders for Apptegy and Finalsite. Those are the only vendors for which the District has records. See enclosures for the FOIA request and response. |

7) Finance
Description:
The following Financial Reports are intended to provide the Board with essential information, which will enable them to exercise informed stewardship over the financial operation of Harrison School District #36.
A Budgetary Report and a Treasurer’s Report may appear solely for Board information but an Agenda of Bills and a Payroll Report must be brought before the Board for their action. Clarification or additional information can be provided by contacting either the Bookkeeper or the Superintendent prior to the meeting. Reports Agenda of Bills & Payroll Do require a motion. Reports Budgetary & Treasurer Report do NOT require a motion. |

7)A) Agenda of Bills
Description:
The reports include the bills recommended for payment by the Board of Education. Upon formal approval by the Board, the administration shall make payment to the appropriate parties or vendors.

7)B) Approval of Payroll
Description:
This report presents the payroll expenditures for the previous month along with the administration’s recommendation for Board approval.

7)C) Budgetary Reports
Description:
The Budgetary Reports reflect the transactions completed by the month, for the prior month. These reports do not require approval.

7)D) Treasurer's Report
Description:
The Treasurer’s Report provides a summary of Revenues and Expenditures for the prior month, by fund. It also shows the balance of each Bank/Investment Account at the end of the month.
The cash-in and cash-out numbers represent liabilities from Payroll. The liabilities are monies, such as IMRF, Annuities, Health Insurance, etc. that are deducted from paychecks and are held as "cash" until they go to the respective vendors. This report does not require a motion. |

8) Discussion of Action Items
Description:
The Board of Education may discuss action items prior to taking formal action.
Following the discussion, the Public Comment agenda item will give the community the opportunity to make comments prior to the Board taking action.
In accordance with Board Policy 2:220-E1, the Board should approve the destruction of closed session recording(s) that are at least 18 months old and for which approved minutes of the closed meeting already exist. This meeting will contain the approval of the destruction of closed session recordings prior to January 1, 2025.

9) Public Comments
Description:
The administration recommends that they be given an opportunity to deal with any presented problems, complaints or suggestions of an educational nature if they have not had the opportunity to do so. Parents or community members who have a question or concern should be directed to the Superintendent as the first point of contact. If there is no satisfactory resolution to the educational or administrative matters presented at this juncture of the Board meeting, the individual or individuals addressing the Board indeed have the right to a further Board hearing and reaction.
Board of Education Policy 2:230 Public Participation at Board of Education Meetings and Petitions to the Board At each regular and special open meetings, members of the public, and District employees may comment to, or ask questions of, the Board of Education, subject to reasonable constraints. The individuals appearing before the Board are expected to follow these guidelines:
Petitions or written correspondence to the Board shall be presented to the Board at the next regularly scheduled Board meeting. |
