Description:  Good evening, and welcome to the regular meeting of the Bloomingdale School District 13 Board of Education. Guided by Board Policy 2:230 and the Illinois Open Meetings Act, this is a business meeting held in public. The seven of us seated here are your neighbors volunteers entrusted by you to care for our schools and we are truly grateful that you have chosen to spend a portion of your evening with us.

To balance participation with the Board’s agenda, we have reserved up to 30 minutes for public comment. Each speaker is kindly asked to limit remarks to three minutes; unused time may not be transferred to another person. Any extension requires a majority vote of the Board. When you are recognized, please approach the podium, state your name, and share your thoughts.

The Board will listen without debate this evening; questions or concerns, when called for, will be routed through the appropriate administrative channels for follow-up, consistent with our chain of-command procedures. If you would like to speak, please raise your hand and wait to be called. Thank you for lending your voice, and helping us model effective self-government for our students. 

Description: 

Proposed updates to Board Policy 2:140 (Communications To and From the Board), including a standardized reply protocol and escalation path for inquiries directed to the Board. Also includes a recommended process for handling grievances filed against the Superintendent or a Board member, routing such complaints through the District's designated complaint manager and legal counsel, along with proposed refinements to Policy 1:20 governing intergovernmental agreements.

Review of compliance considerations related to fringe benefits for staff, including payroll and Fair Labor Standards Act (FLSA) implications should the benefit be continued. Also includes findings on the Blended Preschool Program's compliance with required Least Restrictive Environment (LRE) enrollment ratios and recommended program adjustments to restore compliance ahead of the 2027-28 school year.

Description:  The Board will enter closed session pursuant to 5 ILCS 120/2(c)(1) to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, specifically regarding the application of a fringe benefit to identified employees.
