I. CALL TO ORDER
Description:
Carol Botwinski, Board President, called the meeting to order.
Good Evening. With changes to the CDC and IDPH guidance, we are now able to return to in-person Board meetings with seating for the public. All individuals in attendance are required to wear a face mask. We will continue to provide a Livestream option for those who wish to view our meetings from home. As appropriate, we may also provide remote participation options for board members, guests, and presenters. Thank You. |

IV.C. Kids Heart Challenge
Description:
District 23 partners with the American Heart Association to provide access to various programs throughout the year. Many thanks to our PE teachers, principals, and all who supported these efforts. The summary provided shows that 361 students participated in this program last year. Optional fundraising/donations resulted in over $11,000 and $960 givebacks to schools.

IV.D. LEA Report
Description:
Annually, the State of Illinois reviews Special Education program compliance. We received the report indicating our program meets all requirements.

IV.E. Back to School Blueprint Update
Description:
Dr. Angelaccio will present an update to our Back to School Blueprint including information regarding SHIELD screening and testing.

V. RECOGNITION OF VISITORS AND PARTICIPATION
Description:
At each regular and special open meeting, members of the public and District employees may comment on or ask questions of the Board of Education. If you would like to address the Board, please complete the form and give it to Mrs. O'Donnell, our recording secretary. The Board will be prepared to address those comments related to the agenda within a reasonable time. Communications sent to BOE@d23.org will be read by all Board members, but are not entered into public comment.

VII.D. Presentation of the Employee Information System (EIS) Report
Description:
Pursuant to Section 10-20.47 of the Illinois School Code, each school board must report to the Illinois State Board of Education, on or before October 1 each year, the base salary and benefits of the district superintendent and all administrators and teachers employed by the school district. Prior to filing this annual report to the Illinois State Board of Education, the information must be presented at a regular school board meeting and then posted on the Internet website of the school district.
Please accept this report which is being posted on the District's website and reported to the Illinois Teachers' Retirement System as required by law.

Discussion:
In order to allow for employer contributions made "on behalf" of an employee, our current 403(b) Retirement Plan agreement requires an approved restatement. No other changes to the agreement have been made.

VIII. FINANCIAL REPORT
Description:
Attached is the memo recommending payment of the voucher lists for materials, supplies, and services paid since the last BOE meeting. In addition, the District payments for salaries and insurance benefits during the previous month are included for approval. Those documents are all included for your review.

IX. PUBLIC HEARING ON 2021-2022 ANNUAL BUDGET
Description:
On August 11, 2021, the Board of Education reviewed and approved the Tentative Budget for the 2021-2022 school year as drafted by the Business Office in consultation with the Finance Committee. In accordance with legal requirements, the Board published that the adopted Tentative Budget would be available for public inspection for a period of not less than 30 days.
At this time the Board wishes to conduct a Public Hearing for the purpose of presentation of the 2021-2022 Annual School Budget and to allow Board members and others to address the Board regarding the 2021-2022 Annual School Budget. May I please have a motion to open the Public Hearing on the 2020--2021 Annual School budget. Moved: Seconded: Voice Vote: Time: At this time I would ask Mrs. McPartlin to address the Board with any necessary updates. X. PUBLIC HEARING ON ESSERS III BUDGET AND PLAN
Description:
On August 11, 2021, the Board of Education reviewed and approved the ESSERS III budget and plan for the 2021-2022 school year as drafted by the Business Office in consultation with the Finance and Buildings and Sites Committees. In accordance with grant requirements, the Board wishes to conduct a Public Hearing for the purpose of presentation of the ESSERS III Budget and Plan and to allow Board members and others to address the Board regarding the same.

Discussion:
In accordance with the requirements for ESSER III funding, a public hearing is required to allow for feedback and input from any interested party. Amy has attached a brief presentation along with an updated plan for expenditures.

XI.D. Approval and Adoption of 2021-2022 Annual Budget - ACTION
Description:
Earlier in the meeting the public hearing for the Fiscal Year 2022 school district budget was held. Based upon the tentative budget being presented on August 11, 2021, the public being notified in the newspaper and on the website as required by law and the budget having been displayed for the minimum 30 days as required by law, the Board is ready to vote on the District budget for Fiscal Year 2022.

XI.E. Adoption of ESSERs III Budget and Plan - ACTION
Description:
As discussed in the Public Hearing of the meeting, the plan for ESSER III funding will address needs across all areas of the District while working to address both Learning Loss and Disproportionality, as required.
