Description:
All speakers are asked to complete the Listening Session Sign-in Form including as much detail as possible and including a printed / written copy of your presentation if one is available. This is an opportunity for the Board to listen, the Board will not engage in dialogue. As a general rule, the Board will not comment on or respond to any comments made by speakers. Please do not include names of Greenbush Middle River employees or representatives, their title, or location in your remarks for your own legal protection and the legal rights of staff.
Each speaker will have five (5) minutes to speak: speakers may not roll their time to another speaker. Speakers will be timed and are asked to complete their comments in this time frame. Board members may ask questions if needed. Please begin your presentation by stating your name and topic only. Description:
Students who need supplies such as shampoo, deodorant or other personal products are invited to help themselves from the cabinet at the top of the stairs by Mr. Koebernick's office. Our school community is very
grateful to the Women of Today for providing a cabinet and supplies for each Roseau County School. 9. Old Business

9.1. Board discussion regarding Greenbush Middle River School District administrative structure beyond 2022-2023 school year.
Description:
The current GMR School Principal & Activities Director signed a one-year Agreement which expires June 30, 2023.
The current Superintendent of School was employed by the GMR School Board in late June 2019 for the 2019-2020 school year as a part-time interim Superintendent. With the on-set and continuation of COVID-19, an employment agreement was mutually extended to the 2020-2021 and 2021-2022 school years. The Supt. Agreement expires June 30, 2023. Description:
Motion by Board member ___________________ and seconded by ___________________ to approve a Joint Powers Agreement between Greenbush Middle River School District ISD #2683 and Tri-County School District ISD #2358 as developed by the MN School Boards Association.

10.1. Certification of 2022 Pay 2023 Preliminary School Tax Levy
Description:
The Truth-in-Taxation calendar indicated below refers to taxes levied in 2022 and payable in 2023 for use in the 2022-2023 school [budget/fiscal] year.
On or before Sept. 30: School board members review and approve the proposed tax levy and send the certified levy to the [Home] County Auditor. Nov. 24: Deadline for the County Auditor to mail a parcel-specific notice to each property owner in the GMR School District service area. Dec.19: GMR School Board includes as a regular School Board agenda item, the Payable 2023 School Tax levy and adopts the levy during its Regular meeting. The certified levy is sent to the [Home] County Auditor. On or before December 28, 2022: Payable 2023 School Tax levy adopted by the School Board is submitted to County Auditor. On or before January 7, 2023: The certified levy is sent to the Department of Education. The certificate of Truth-in-Taxation is sent to the Minnesota Department of Revenue. Because of the 2001 Tax Law Changes, the local levy effort for supporting school programming changed. In the 2001 legislative session, the basic general education levy was repealed and replaced with state education aid. As a result, local Levy authority is pretty much limited to areas such as Health & Safety, Crime Levy, Long Term Facilities Maintenance and Community Education (eg: School Readiness and Early Childhood Family Education). Exhibit 10.3.1 PROPOSED School Tax Levy Payable in 2023 (9.54% increase over previous year) Note 1 The specific dates and timeline are established by the MN Dept. of Revenue Note 2 Source(s): MN Dept. of Education & MN Department of Revenue Note 3 As per statute, Board meetings containing a Truth-in-Taxation agenda item cannot begin prior to 6:00 pm. From a PRELIMINARY [emphasis added] point of view, property taxes for the GMR School District are expected to increase (9.54%) next year. The levy will be paid on 2023 property tax bills, and the money will be used to support the 2023-24 school year. School property taxes are one part of an overall property tax bill along with county and city or township levies. It is recommended the board vote to set the preliminary levy at the maximum allowed by the state to allow for adjustments before December, when the final levy will be certified. 10.3. Approve Sharing Services Agreement with Badger School District for Licensed School Social Worker
Description:
Shared Services with the Badger School District for School Social Worker:
Suggested Board Action: A motion was made by Board member ____________________ and seconded by ____________________to approve sharing two days per week with the Badger School District for licensed School Social Worker Services. Forty-percent (40%) of a 185 duty day contract in accordance with the Employee Collective Bargaining Agreement between the Badger Education Association and the Badger School Board. |
10.4. Joint Sports Board Cost-Sharing Proposal
Description:
As a part of quarterly Joint Sports Board meeting schedule, on August 15, 2022 Board representatives from Badger and GMR reviewed Agenda items including a proposal for cost sharing.
The recommendation for the Badger school board and the GMR school board:
Each district will pay a percentage of each sport’s costs based on each sport's Badger and GMR participation.
Currently, Badger pays 1/3 of total sports costs for the year and GMR pays 2/3.

Description:
Border Bank has again agreed to sponsor a radio news report, which will feature and promote the Greenbush Middle River School District once a week (Tuesdays). KQ 92 Radio (Warroad) will positively feature the Greenbush Middle River School District every Tuesday at approximately 8:35 a.m. The Border Bank sponsored KQ 92 radio program provides the GMR District the opportunity to discuss, promote and feature our school district, students, district accomplishments and events.
