The second public comment period began on June 14, 2024, and ended on July 14, 2024. No substantive changes were made following the second round of public comment. The Division of Elementary and Secondary Education Rule Governing Educator Licensure was approved to be released for public comment by the State Board of Education on May 9, 2024. The public comment period began on May 10, 2024, and ended on June 10, 2024. Public comments were received, and no substantive changes were made. The Board gave final approval at the July 11, 2024, meeting; however, an additional edit was made following that meeting to re-add Appendix A regarding application fees. The Division requests the State Board of Education's final approval of the rule.

Description:
The Division of Elementary and Secondary Education Rule Governing Public School Policies Relating to Overnight Travel and Use of Public School Lavatories was approved to be released for public comment by the State Board of Education on March 14, 2024. The public comment period began on March 22, 2024, and ended on April 24, 2024. Public comments were received and changes necessitated a second public comment period which ran from May 10, 2024, to June 10, 2024. The Board approved the final rule on July 13, 2024. However, this revised draft of the rule is presented to address concerns raised during the legislative review process. The Division requests the State Board of Education's final approval of the rule.

Ms. Thompson's term will begin upon appointment and end on June 30, 2026.

VII.12. Consideration of the Recommendation of the Charter Authorizing Panel's Decision for Vilonia Pathways Academy Charter School

Vilonia Pathways Academy is requesting to change the grade levels served from Grades K-12 to Grades 9-12 and rescind the waiver for Ark. Code Ann. § 6-18-213(a)(2). The Charter Authorizing Panel voted unanimously to approve the request.

VII.13. Embedded Courses

Description:
Act 421 of 2013 allows curriculum frameworks from two separate courses to be taught in a single course, known as a combined or embedded course. School districts have applied for approval of combined or embedded courses and assured, in writing, that the curriculum frameworks for both courses will fully taught in the combined or embedded course. The Division of Elementary and Secondary Education respectfully requests the State Board of Education (SBE) approve the embedded courses attached, understanding that when the curriculum frameworks for one of the courses are revised, a new course approval request must be submitted to the SBE, and approval must be granted before a school would be allowed to offer the embedded course.
