Description:  Policy BED local states that audience participation at a Board meeting is limited to the public comment portion of the meeting designated for that purpose.  At all other times during a Board meeting, the audience shall not enter into discussion or debate on matters being considered by the Board, unless requested by the presiding officer.  An open forum will be conducted at each regular monthly meeting. At special meetings such as this one, public comment is limited to items on the agenda posted with notice of the meeting.

Background: Since September 4, 2024, the ES#23 and MS#9 attendance boundary committee has met four times to develop a recommendation for the campus attendance boundaries. Tonight, the committee will provide its recommendation for the ES#23 and MS#9 attendance boundaries. The presentation is for information purposes. The administration will provide the Board a final recommendation at the November 21, 2024, Board meeting for possible action.

Description:  Background: As we look towards developing the 2025-26 budget, and with no potential new funding from the state, Comal ISD is looking at making significant budget cuts for the 2025-26 budget year. Without any additional funding from the state, everything will be on the table for possible cuts, from staffing to programs. That is why it is vital that we have community input as we make decisions that will impact the district for many years.

To help prioritize possible cost reductions, Comal ISD brought together a group of community members to be part of the 19/25 Budget Committee. The name 19/25 Budget Committee comes from the fact that the district will be developing a budget for the 2025 school year based on 2019 level revenues.

Tonight, the committee will present recommendations to the Board of Trustees.
