3.A. Consideration and Possible Approval of Nominations to the Comal Appraisal District Board

Description: Academic Success/Instruction
Background: The recently approved Senate Bill 2 amends Subchapter A, Chapter 6, Texas Property Tax Code by adding Section 6.0301. The appraisal district will now be governed by nine directors; five to be appointed by the taxing units, three to be elected by majority vote at the general election for state and county officers by the voters of the county, and the county assessor-collector to serve as an ex officio director. To implement the necessary term changes and as required by Section 5.13(d), Texas Property Tax Code, members appointed in this election will serve for one year, beginning January 1st, 2024 and expiring December 31st, 2024. Thereafter, appointed and elected members will serve in four-year staggered terms. A nomination for the Comal Appraisal District Board of Directors was done in June 2023 due to a vacancy left by Mr. Brad Howell. The Comal ISD Board nominated Mr. Bob Slupik and subsequently, the Comal Appraisal District Board approved the appointment during their July 2023 Board meeting. Mr. Slupik’s term ends December 31, 2023 but he is eligible to fulfill two more two year terms and has agreed to serve through 2024 - 2025. Ms. Nancy Pappas has decided not to serve another term so there will be a vacancy in which to fill after December 31, 2023. The official ballot will be mailed to each taxing entity no later than October 30, 2023. Recommendation: It is the recommendation of the Superintendent to defer to the Board for a nomination to the Comal Appraisal District Board as presented.
