1. Call to Order

1.A) Announcement by the president and mayor whether a quorum is present, that the meeting has been duly called and notice of the meeting has been posted for the time and manner required by law.

1.B) Invocation and Pledge of Allegiance

2. Consideration and discussion between the Board of Trustees of the Stafford Municipal School District and the City Council of the City of Stafford on planning approaches to joint meetings between the two bodies on the following subjects and related actions:

2.A) Forthcoming $15,050,000 school bond election in November, 2006.

2.B) Agenda Item II.B. Joint use of facilities

3. Consideration and discussion between the Board of Trustees of the Stafford Municipal School District and the City Council of the City of Stafford on planning approaches to joint meetings between the two bodies on the following subjects and related actions:

3.A) Joint memorandum of understanding between City Council and Board with proposed revisions by Board

3.B) Timetable for meetings between the two bodies for formulation of the school district’s budget

3.C) Joint annexation of territories

3.D) Approaches to significantly enhance the District

3.E) Approaches to identifying student age residents of Stafford not attending SMSD

3.F) A system for determining the retention and attrition of students and teachers within the District

3.G) Analysis of the availability of quality teachers and incentives necessary to attract those teachers

3.H) Approach to maximize productivity of the District and minimize the tax rate

3.I) Creation of an integrated student information system which will enable the City and District to link to census data and other data sources for ongoing policy and analysis to be shared between the bodies

3.J) Commitment to enhance magnet school programs

3.K) Approach of overall academic excellence in District and partnering with Houston Community College and University of Houston and community-wide resources and commercial entities to enhance the academic excellence of the District

4. Consideration of appropriate action related to addressing matters discussed in Items II and III.

5. Setting of time, place, date and agenda of next meeting between Stafford Municipal School District Board of Trustees and Stafford City Council and related actions.
