4.B. First Reading of TASB Policy Update 127

BJCF(LOCAL) – Superintendent Nonrenewal: Revises superintendent nonrenewal language to align with DFBB(LOCAL), add disability accommodation language, and incorporate additional nonrenewal reasons from Update 126/SB 12.
CAA(LOCAL) – Fiscal Management Goals and Objectives: Updates a policy cross-reference to align with revisions in the DH series of policies.
DC(LOCAL) – Employment Practices: Updates cross-references and removes “or designee” from vacancy posting language, clarifying the superintendent’s accountability for hiring processes.
DH(LOCAL) – Employee Standards of Conduct: Updates references due to deletion of DH(EXHIBIT) and reorganization of the DH policy series.
DP(LOCAL) – Personnel Positions: Recommended for deletion because principal qualifications and school counselor provisions are being moved to new policies DPA(LOCAL) and DPB(LOCAL).
DPA(LOCAL) – Personnel Positions: Principals: New local policy establishing principal qualification language aligned with TASB HR model job descriptions and allowing additional district-defined qualifications.
DPB(LOCAL) – Personnel Positions: Other Personnel Positions: New local policy housing school counselor language previously located in DP(LOCAL).
EHBB(LOCAL) – Special Programs: Gifted and Talented Students: Revises student identification criteria to comply with amendments to 19 Administrative Code 89.1.
EHBG(LOCAL) – Special Programs: Prekindergarten: Clarifies that children of district employees may enroll in prekindergarten regardless of residency status, even if they do not otherwise meet eligibility requirements.
FFF(LOCAL) – Student Welfare: Student Safety: Updates the definition of misconduct to include provisions from Senate Bill 571 and reformats the language for improved readability.

******** CFB(Local) - Our recommendation is that we not approve this part of the update. Instead, we will keep the capitalization threshold at $5,000.

Consideration of Personnel Matters of the sort described in Section 551.074 (1)(a)(2), Texas Government Code, regarding the appointment, employment evaluation, reassignment, duties, discipline, or dismissal of public employees (Closed Session). Conference to receive information from or question employees, as permitted by Section 551.075, Texas Government Code (Closed Session). The Board may elect to meet in closed (Closed Session), to deliberate the value of said real property as permitted by Section 551.072 and 551.073, Texas Government Code.
