4.3. Schedule of Board of Education Meetings for the 2011 Calendar Year
Rationale:
In accordance with Section 1-21 of the Connecticut General Statutes and in keeping with Board of Education policy, a schedule of Board of Education meeting dates for the 2011 calendar year is required by the Town and City Clerk. The meeting will be held the first Wednesday of every month* at 7:00 p.m. in the Auditorium of the Board of Education Administration Building, 129 Church Street Bristol, Connecticut. *except August and September |

6.2. CASBO 457 Deferred Compensation Plan Amendment
Rationale:
The Board of Education endorsed participation in the CASBO ING 457 Deferred Compensation Plan in April 2006. In order to bring the plan into compliance with IRS regulations going into effect in January 2011, ING reviewed our documents and has updated the Plan document accordingly. The major provisions of the Plan are eligibility for our employees working more than 20 hours per week and Special 457 Catch Up provisions similar to that of the 403(b) program. Unforeseeable emergency withdrawals and loans are not available under the 457 Plan.

7. Policy Revision

7.1. Proposed Policy 6146.3-Statewide and District-wide Assessments of Students with Disabilities
Rationale:
The Individual with Disabilities Education Improvement Act (IDEA) and Title 1 of the ESEA each require all students with disabilities to be included in the State assessment system. In addition, the prohibition against the exclusion from participation or denial of benefits to, or discrimination against, individuals with disabilities contained in section 504 of the Rehabilitation Act and Title II of the American with Disabilities Act applies to State assessments and accountability systems. This policy was developed in order to meet the requirements of IDEA.

7.2. Proposed Policy 6161.1 - Students with Visual Imparment or Print Disabilities
Rationale:
It is the obligation of school districts to insure that students, who are visually impaired or print disabled and eligible for print accessible materials, receive instructional materials in an accessible format in a timely manner. The Bristol Board of Education, as part of any print instructional materials adoption process will require publishers to prepare and, on or before delivery of the print instructional materials, provide to the National Instructional Materials Access Center (NIMAC) electronic files containing the contents of the print instructional materials using the National Instructional Materials Accessibility Standard (NIMAS).

7.3. Proposed Policy 6161.3 - IDEA Property, Equipment and Supplies
Rationale:
In order to comply with the requirements of IDEA, the Bristol Board of Education, Special Services Department requires that all property, equipment and supplies purchased with IDEA Special Education Assistance (611) and IDEA Preschool Education (619) funds be labeled as being purchased with such funds, including equipment supplied to students with disabilities attending private schools at private expense. The labels will indicate that the property, equipment and/or supplies are the Property of the Bristol Public Schools and was Purchased with IDEA grant funds.

7.4. Proposed Policy 6164 - Coordinated Early Intervening Services (CEIS)
Rationale:
The Individual with Disabilities Education Improvement Act amended the IDEA to allow, and sometimes require, local education agencies (LEAs) to use funds provided under part B of the IDEA for Coordinated Early Intervening Services. This permits districts to use funds to develop and provide CEIS for students who are currently not identified as needing special education and related services. The policy was developed in order to comply with the requirements of IDEA.

7.5. Proposed Policy - 6171.1 - Parentally Placed Students with Disabilities in Private Schools
Rationale:
In order to meet the requirements of Section 300.133 (a) of the Individuals with Disabilities Education Improvement Act (IDEA), this policy was developed. The district is required to track all students with disabilities who have been parentally placed in private schools within the LEA where the school is located. The Bristol Public Schools Special Services Department must identify students in private schools, develop and provide equitable services to the maximum extent possible. The district will expend a proportionate share of federal IDEA funds to provide special education and related services to eligible students parentally placed in private schools.
