Rationale:
This Individuals with Disabilities Education Act (IDEA) grant provides funds to supplement programs developed to assist students with disabilities. The goals of the grant are to increase student achievement, improve effective instruction and provide equality of educational opportunity. Included in the grant are salaries for special education teachers, aides and related services staff. The grant also includes funds for consulting and evaluation services, and professional development activities. Section 611 of IDEA provides funding for students from age 5 years to 21 years. |

Rationale:
Authorization is needed for the Supervisor of Budgeting and Accounting to be primary signer and the Deputy Superintendent as a back up signer, to sign releases of ownership for retiree 457 and 403(b) accounts. As the owners of the accounts, the Board of Education must sign a release of ownership for the retirees to cash in their accounts

8.1. Student Exchange with Italy - February 2010
Rationale:
Our students will travel to Italy (Venice, Urbino, Gradara, Ravenna, Fano) in February 2010 for 8 nights. The dates of travel to Italy are February 10-18, 2010. The students will live with Italian families, attend classes, sightsee and be exposed to a new cultural experience. The Italian exchange students from Fano, Italy will be in Bristol in October/November – dates are still being finalized. It is projected that 38 students from Italy will visit Bristol and 39 Bristol students will participate in the trip to Italy.

8.2. 2009-2012 District Technology Plan
Rationale:
The 2009-2010 District Technology Plan was reviewed by the Student Achievement Committee on May 1, 2009. A three-year technology plan for the school district must be filed with the State Department of Education to remain eligible for technology related funding from the following sources:
· State of Connecticut Technology Infrastructure Grant· E-Rate funding from the Schools & Library Corporation · Title II, Part D Technology Funds
The State Department of Education must certify and approve the District Technology Plan. Upon state approval, the Superintendent will be notified with a written document for district records. As part of the state required approval process, the district was required to submit the plan as written to CREC Technology Services for a preliminary review and comment. CREC has reviewed our plan and is recommending that we forward our plan as written to the State Department of Education for final approval. This technology plan does not commit the district to the expenditure of funds for technology. |

8.3. Mentor/Cooperating Teachers
Rationale:
Teachers trained to serve as mentors/cooperating teachers provide assistance to student teachers and first year beginning teachers in the district in areas such as lesson design and classroom management, and provide feedback and support in the areas of instructional planning and student assessment. Cooperating teachers are those teachers who are trained to work with student teachers. We need to increase the number of cooperating teachers in the district in order to meet the need of student teachers. Mentors must be assigned to first-year teachers to provide mentoring and support to newly certified teachers; this program is required by the State Department of Education. The mentor program, called the BEST (Beginning Education Support and Training) program, is undergoing revision. As a result, the State Department of Education is not offering training this summer for mentors and cooperating teachers. CCSU will be offering a session. The uncertainty regarding the BEST program may have contributed to the low number of applicants this year. The following teacher has applied for this training:

8.4.a. Social Studies: Textbook for Law and Justice (Second Reading)
Rationale:
The social studies curriculum was revised and approved in April 2007. At the same time, we reviewed the materials and resources we had available to teach each course, determined which courses were in the greatest need for updated resources, prioritized, and developed a plan that would ultimately provide each course with the best resources possible. The final course for which we need to provide more updated and thorough resources is Law and Justice. The books students currently use are over ten years old. The books are worn from so many years of use. More importantly, the content that is provided in the current text is no longer current given the many changes and additions to law in the past ten years.

8.6.a. Policy #6145.2 - Athletic Eligibility (First Reading)
Rationale:
I would like to see the Bristol Board of Education policy on transfers within the district to mirror the CIAC policy on transferring between schools within or outside a district. Our policy puts a restriction on the student athlete for every sport they play in the first year of the transfer. This could be up to three times if they play all three seasons. The CIAC only puts this restriction on the first sport. The original policy was designed to discourage coaches from recruiting; however we feel we should not be punishing the student for an adult action. We need to hold the coaches accountable for any action that is unethical or illegal. |

8.7. Drivers Education Program 2009-2010
Rationale:
In August of each year the Board of Education sets fees for a not for profit Driver Education Program. The program expenses such as contractual labor costs, automobile leasing, supplies, repairs, and textbooks are funded by student fees. We are budgeting costs associated with two new vehicles and also for higher gasoline costs. The increased costs will cause the Student Fee to rise to $425 which is still significantly lower than private driver education fees. |

8.8. Agreement for Child Nutrition Program
Rationale:
The Connecticut State Department of Education requires authorized signatures on Form ED-099, Agreement for Child Nutrition Programs. The attached form must be approved by the Board of Education to designate Philip Streifer, Ph.D., Superintendent of Schools and Sue Moreau, Assistant Superintendent as authorized signers for this form. |

Rationale:
The construction and renovation project at Bristol Central High School has been substantially complete for a number of years. The final punch list and payment are in litigation. Mr. Smyth and C.J. Lawler, the Project Architect, met with the school facilities unit at the State Department of Education in Hartford in April to discuss submissions for purposes of filing final costs. The following recommendation will allow Bristol to file for final costs and audit by the State Department of Education.

Rationale:
The Board of Education negotiated a Section 125 Flexible Spending Account. In order to implement this program the BOE must approve the attached Plan. After a review of proposals Ameriflex was chosen to administer the Plan for the Bristol Public Schools.

Rationale:
