2. Program Highlight - Early Childhood Education
Description:
The component consists of twenty-eight positions that support a federal Head Start award within ten school districts in Atascosa, Bandera, Bexar, and Medina counties. Five consultants within the component support multiple initiatives in early childhood education.
The mission of the ESC-20 Head Start program is to provide comprehensive services to enrolled children and their families through a collaborative partnership model with the ten school districts it serves. An array of services is offered encompassing health, nutrition, social support, education, cognitive development, and other customized services identified through family needs assessments. ECE supports high-quality programs for our youngest learners. ESC-20 is the Workforce Solutions Alamo grant recipient and lead training organization for the early childhood centers participating in the Alamo Quality Pathway. Moreover, the ECE Component is actively involved in the Texas School Ready (TSR) Initiative, with three consultants dedicated to this program, which is made possible through a grant from the Children’s Learning Institute and UT Health Houston. TSR is a comprehensive preschool teacher training program. It combines research-based, state-adopted curriculum with ongoing professional development and progress-monitoring tools. This program aims to positively impact the early learning experiences and environments of the most academically at-risk children. |

5. Commitment of Fund Balance
Description:
The assessment of the Center’s facilities and equipment needs has resulted in the need for revisions to the commitments of fund balance and the addition of certain assignments of fund balance. The current balance of commitments as of September 1, 2023 would have totaled $10,074,000 with $3,050,000 of non-spendable fund balance. The revised total of commitments will be $16,674,000. In addition, there will be $2,188,470 of non-spendable fund balance. These increases and decreases represent changes in previously committed amounts. The total amounts to be committed are attached.

6. 2022-2023 Audit Report
Description:
Pattillo, Brown and Hill, LLP, and independent auditors for the Board of Directors, have submitted their Report on the Examination of Financial Statements, fiscal year ending August 31, 2023.
Chapter 44, Subchapter A, Section 44.008, Texas Education Code states that a copy of the annual audit report, approved by the Board, shall be filed by the Center with the Texas Education Agency within 150 days of the close of the fiscal year for which the audit was made. The full report is included as an extra item. |

13. 2024 Board Election
Description:
On May 31, 2024, the present terms of three ESC-20 Board members,
Mr. Thomas Smith, Ms. Leticia Bresnahan, and Ms. Kay Franklin will expire. Board members of education service centers are to be elected by members of school district boards of trustees within the region and newly elected Board members’ terms of office will begin on June 1, 2024. A timeline for the 2024 Board Election is attached.
