II.D.2) Travel Requests

II.D.2)a. Teach CTE Summit 2023: Vlad Lebedintsev, Assistant Superintendent for Career & Technical Education, is requesting Board approval to attend the Teach CTE Summit in Minneapolis, Minnesota, from June 27-29, 2023. The conference will allow the participants to learn and engage in new strategies of recruiting, retaining and training CTE staff and support the 61i grant recently awarded to Eaton RESA. Costs are covered by 61i grant funds.

II.D.3) New Board Members Oath of Office: Based on the results of the recent Eaton RESA Board Election held on June 5, 2023, Alex Gonzalez and Mark Rushford will take the Oath of Office to serve on the Eaton RESA Board of Education for a six-year term, effective July 1, 2023, through June 30, 2029.

II.D.4) Administrative/NONA Tuition Reimbursement Policy: The Superintendent is requesting Board approval for an administrative/NONA tuition reimbursement policy which grants tuition reimbursement up to three credits per year with supervisor approval, effective June 15, 2023.

II.D.5) Oneida Superintendent Agreement: The Superintendent is requesting that the Board authorize and approve the Cooperative Agreement for Dual Administrator Services with Oneida S/D #3 for the purpose of providing Oneida with an Interim Superintendent of Schools for the 2023-24 school year as required by MCL 380.1229(4). Duties outlined in the agreement will be provided by the Assistant Superintendent for Instructional Services.

II.D.6) Oneida Business Services Agreement: Eaton RESA has been providing business services for Oneida S/D #3 for a number of years. The current service agreement ends June 30, 2023. Under the current agreement, fees are $37,500 (year 1 at $18,500 and year 2 at $19,000). Continuation of services is desired. Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board authorize the Superintendent to execute a new two-year Business Service Agreement from July 1, 2023, through June 30, 2025, with Oneida S/D #3 at an increased fee of $40,310 (year 1 at $19,760 and year 2 at $20,550).

II.D.7) 2022-23 Final Budget Revisions: Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board approve the 2022-23 Final Budget Revisions that were presented as an information item at the May 17, 2023, Board meeting. Board approval is required for the General Fund, Special Education Fund, Career & Technical Education Fund, Food Service Fund, and Student Activity Fund.

II.D.8) 2023-24 Proposed Budgets: Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board approve the 2023-24 Proposed Budgets for the General Fund, Special Education Fund, and Career & Technical Education Fund based on unanimous support from our local constituent district Boards of Education. Tina is also requesting that the Board approve the proposed budgets for the Food Service Fund and Student Activity Fund. Board approval of the 2023-24 operating budgets is required prior to July 1, 2023.

II.D.9) 2023 Property Tax Levies: The District collects property taxes in the summer and winter. The summer tax levy needs to be submitted to local taxing units no later than June 30, 2023. Tina Monroe, Executive Director of Finance & Operations, is requesting that both the summer and winter tax levies be approved at this time to simplify the process.

II.D.10) 2023-24 CTE Program Agreement with Potter Park Zoological Society: Vlad Lebedintsev, Assistant Superintendent for Career & Technical Education, is requesting that the Board authorize the Superintendent to execute an agreement with Potter Park Zoological Society for the Veterinary Science and Animal Health program for the 2023-24 school year in an amount not to exceed $106,000.

II.D.11) LJ Industry 4.0 Labs Purchase: Aidex East Education Systems is a sole source vendor for curriculum and classroom kits to support industry 4.0 program implementation at Maple Valley Schools. Vlad Lebedintsev, Assistant Superintendent for Career & Technical Education, is requesting Board approval to 1) waive the bid requirement as specified in Board policy 6320; 2) approve Aidex East Education Systems as a sole source vendor; and 3) approve the purchase of LJ Labs curriculum and classroom kits in the amount of $35,200. The cost of these materials is covered by 61i grant funds.

II.D.12) Facility Use Agreement with Eaton Rapids Public Schools: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute a seven-year agreement with Eaton Rapids Public Schools for the continuation of classroom spaces and custodial services for the Meadowview High School and Post-Secondary Moderate Cognitive Impairment (MOCI) classrooms at Eaton Rapids High School and Union Street for school years 2023-24 through 2029-30 in an amount not to exceed $332,677.

II.D.13) 2023-24 Contracted School Social Worker Services: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with AMN Healthcare, Inc. to provide the current 1.0 FTE contracted School Social Worker vacancy for the 2023-24 school year from September 8, 2023, through June 14, 2024, in an amount not to exceed $108,150.

II.D.14) 2023-24 Contracted School Social Worker Services: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with New Direction Solutions, LLC (ProCare Therapy) to provide the current 1.0 FTE contracted School Social Worker vacancy for the 2023-24 school year from August 16, 2023, through June 14, 2024, in an amount not to exceed $124,634.

II.D.15) 2023-24 Contracted Speech Pathology Services: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with Sunrise Rehabilitation to provide contracted speech and language pathology services for staff maternity leave of absence for the 2023-24 school year from August 16, 2023, through October 31, 2023, in an amount not to exceed $34,560.

II.D.16) 2023-24 Contracted Occupational Therapy Services: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with CompHealth Medical Staffing to provide 1.0 FTE contracted occupational therapy services for staff medical leave of absence for the 2023-24 school year from August 16, 2023, through June 14, 2024, in an amount not to exceed $128,064.

II.D.17) Increase/Decrease of FTEs for Related Service Staff in Meadowview School and Build Up: Through a review of data, related service staff feedback and director input, Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board approve the decrease of a 0.1 FTE Occupational Therapist for Meadowview School and an increase of 0.5 FTE Occupational Therapist for Build Up, resulting in a net increase of 0.4 FTE at an estimated cost of $46,610; decrease of a 0.1 FTE Physical Therapist for Meadowview School at an estimated cost reduction of $9,116; and increase of a 0.6 FTE Testing Teacher Consultant for Build Up at an estimated cost of $73,064 for the 2023-24 school year.

II.D.18) Increase of FTEs for Related Service Staff in Local Districts: Through our special education funding system, an annual review of related service staff is completed in coordination with our local districts. As a result of this review, Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board approve the increases of a 0.1 FTE Speech-Language Pathologist at an estimated cost of $8,529; 0.1 FTE Occupational Therapist at an estimated cost of $8,234; 0.1 FTE Physical Therapist at an estimated cost of $9,116; 0.6 FTE School Psychologist at an estimated cost of $73,064; 0.4 FTE Testing Teacher Consultant at an estimated cost of $42,428; and 0.3 FTE School Social Worker at an estimated cost of $24,547 for the 2023-24 school year.

II.E. Information Items
|
II.E.1) Meadowview School Spring Benchmark Progresss Update: Public Act 48 Section 104a requires districts to implement a K-8 benchmark assessment system for the purpose of measuring student proficiency in reading and mathematics. Districts must present the results from the benchmark assessments administered to their school board in February 2023 and June 2023. This reporting will be provided to the Board of Education and posted on the district website under the transparency report link.

II.E.2) TRAILS Grant Funding: TRAILS is a social and emotional learning grant comprised of federal funds that support local district programs. Each ISD/RESA receives an allocation of $892,857. Once the grant application is approved, each ISD/RESA is invoiced from Tides Center. Funds can be drawn down after the invoice is paid.
