DECA International Career Development Conference: Margo Hazelman, Career Preparation Center Principal, is requesting Board approval for a Student Services Coordinator/DECA Advisor to chaperone one student from the Eaton RESA DECA Chapter who is eligible to compete at the international conference in Orlando, Florida, from April 21-26, 2023.

I.E.3) June Board Meeting Date Change: The Superintendent is requesting Board approval to move the June Public Hearing on Budget and Regular Board Meeting from June 21, 2023, to June 14, 2023, as it conflicts with the Michigan Association of Intermediate School Administrators (MAISA) Summer Conference.

I.E.4) Lease Agreement with Capital Region Airport Authority: Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board authorize the Superintendent to execute an agreement with the Capital Region Airport Authority to rent classroom space for Career & Technical Education’s Aviation Program. The term of the lease is two years with a three-year renewal option. Rent for the first year will be $39,600 with annual increases adjusted by the CPI, capped at 3%. In addition, $50 per month will be charged for electrical services.

I.E.5) Pupil Accounting Service Agreement with Elite Auditing and Consulting, LLC: The District’s current agreement with Elite Auditing and Consulting, LLC to provide pupil accounting expires on June 30, 2023. Local districts have been pleased with the services provided by Elite. Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board authorize the Superintendent to execute a three-year agreement through the 2025-26 school year with a total cost of $144,000 ($46,000 for 2023-24, $48,000 for 2024-25, and $50,000 for 2025-26).

I.E.6) C2AE Professional Services Amendment #2: An agreement in the amount of $35,200 with C2AE to provide services for the Packard Parking Lot/Sidewalk Project was approved at the February 16, 2022, Board meeting. Enhancements to the original design were requested and will exceed the cost of the original agreement. Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board approve the proposed Amendment #2 with C2AE in an amount not to exceed an additional $34,385 to cover the additional scope of services.

I.E.7) Increase of FTE for Prevention Program Services: Kim Thalison, School Wellness & Prevention Program Services Director, is requesting that the Board approve the increase of a 1.0 FTE Prevention Specialist. This position will provide services identified in the workplan of the Mid-State Health Network, Ingham and Eaton County grants. The expenses related to the position will be funded through Mid-State Health Network grant funds.

I.E.8) Increase of FTEs for Great Start Readiness Program (GSRP): The GSRP expansion project is moving toward universal pre-K for four-year olds. The goal is to add five additional classrooms in Eaton County for fall 2023 (one operated by Eaton RESA and three to four operated by subrecipients). Jennifer McCaffrey, Early Childhood Director, is requesting that the Board approve the increases of a 1.0 FTE GSRP Teacher and 1.0 FTE Early Childhood Specialist to support these additional classrooms.

I.F. Information Items

I.F.1) 2023-2024 Eaton RESA Proposed Budgets: Based on statutory requirements, Eaton RESA must provide its proposed general education and vocational education budgets to local district Boards of Education annually for review and a resolution either to approve or disapprove each of these Eaton RESA budgets. Tina Monroe, Executive Director of Finance & Operations, and Dr. Sean Williams, Superintendent, will provide the Board with information on the proposed 2023-2024 budgets for general education, vocational education and special education that will be shared with local districts to pass needed Board resolutions by June 1, 2023.

I.F.2) 2022-23 Annual Review of Probationary Teachers: Based on Board policy and MCL 38.83 and 380.1249, the Superintendent is providing the Board with a written summary and review of the status of each probationary teacher currently employed by the District. Given the performance of the probationary teachers listed during 2022-2023, the following three teachers will continue in probationary status for 2023-24: Tiffany Lyon, Alexandra Leppek, and Laura Parker. Two teachers, Kim Cook and Jennifer Haakenson, have successfully completed their probationary period and gained tenure status.

I.F.3) First Reading – NEOLA Policy Update Vol. 37, No. 2: Based on review by the Superintendent, the following new and revised policies are being shared with the Board for first reading. These policies address Student Assessment, Procurement – Federal Grants/Funds, Animals on District Property, School Safety, Technology, Tobacco Use, and Public Attendance at School Events.
