5. Presentation: Rites of Passage - Greg Evans, Lane Community College
Presenter:
Greg Evans
Description:
Greg Evans, Interim Diversity Chief, Office of the President at Lane Community College, will present on Lane County's Rites of Passage Program, administered by Lane Community College.
The Rites of Passage summer academies are designed to address the cultural, career, academic and social needs of high school and middle school multicultural students in Lane County. The academies are crafted in an academic and cultural framework for the purpose of connecting these students with the history, literature, traditions and folklore of the experience of people of their culture in western civilization. |

6.A. Consent Agenda

Description:
The Lane ESD
Board of Directors has agreed to implement a consent agenda. All items in the consent agenda are adopted
by a single motion unless a member of the Board or the Superintendent requests
that such item be removed from the consent agenda and acted upon separately.
Generally, consent agenda items are matters which members of the Board agree are routine in nature and should be acted upon in one motion to conserve time and to enable the Board to focus on the other matters on the agenda. Back-up materials for consent agenda items are included in the agenda packet as needed. Minutes of this meeting will reflect action on each item. If any board member wishes to withdraw any consent group item, it will be moved to the appropriate section of the agenda. BE IT RESOLVED that the Board of Directors of Lane ESD adopts the consent group as submitted and listed below. |

OSBA Policy Services is conducting a review and rewrite of the generic
samples and recently completed review of section A/B (Board Governance).
OSBA recommends the policy updates included in this update. These policies were first read by the Lane ESD Board of Directors at their regular meeting on September 27, 2016.

6.D. Appoint Budget Committee Members

Description:
Three component district Budget Committee positions expired in June,
2016. Rich Cunningham, Bethel School District Board, Andrea Larson,
Fern Ridge School District Board, and Dennis McCallum, Lowell School
District Board have volunteered to renew their three-year terms, ending June 30, 2019.
BE IT RESOLVED that the Board of Directors of Lane ESD appoints Rich Cunningham, Bethel School District Board, Andrea Larson, Fern Ridge School District Board, and Dennis McCallum, Lowell School District Board to the Lane ESD Budget Committee for a three-year term, ending June 30, 2019. |
6.E. Approve 2017-18 Budget Calendar

Description:
Dave Standridge has developed the Budget Year 2017-18 Calendar. The budget preview session is scheduled for March 21, 2017, and the first budget committee meeting will be held May 23, 2017, prior to the June, 2017 board meeting.
BE IT RESOLVED that the Board of Directors of Lane ESD approves the 2017-18 Budget Calendar as submitted. |
6.F. Appoint Audit Committee Members

Description:
The 2015-16 financial audit is
progressing and will be presented to the Board for action at the November
meeting. For the past several years, the
Board has designated two of its members to meet with the audit firm
representatives, the superintendent and the director of business services, who
then report to the entire Board. Two
Board volunteers are needed.
Directors Wilde and Culver volunteered to participate on the 2014-15 Audit Committee. BE IT RESOLVED that the Board of Directors of Lane ESD appoints two of its members to the Lane ESD Audit Committee. |

7.D. OSBA Election - Resolution to Approve 2017-18 OSBA Legislative Priorities and Policies

OSBA elections will be held November 14 - December 16, 2016. The Board will be voting on one resolution, to adopt the OSBA 2017-18 Legislative Priorities and Policies as recommended by the Legislative Policy Committee. Board members are asked to review the attached 2017-18 OSBA Legislative
Priorities and Policies and be prepared to vote at their November 29,
2016 meeting.

7.E. Discussion of An OAESD Concept Paper: Toward a Statewide P-20 Support Network

Description:
Superintendent Sullivan will lead a discussion on the OAESD Concept Paper: Toward a Statewide P-20 Support Network. The
Oregon Association of Education Service Districts (OAESD), in developing
strategic goals and priorities, highlighted the need to develop and expand the
role of ESDs in meeting the needs of Oregon students by improving graduation
rates and enhancing college and career success.
The Association also made the coordination of efforts to develop and
increase regional and statewide partnerships a priority. In promoting these two priorities, it will be
both strategic and necessary for Oregon ESDs to move toward a statewide, P-20
support network. The network would
utilize the existing ESD system in order to better proactively engage in,
respond to, and otherwise support the implementation of Oregon’s various
education initiatives. It would maintain
and further develop existing partnerships while creating a mechanism for ESDs
to support and quickly respond to state initiatives. There is no need for any action unless the Lane ESD Board wishes to go
on record in support of, or in opposition to, the concept. In discussion, please provide your thoughts which support the concept and concerns that OAESD will need to address.
