7.a. OAR 137-049-0620 (1), allows the Local Contract Review Board to exempt a Public Improvement contract from the requirements to be competitively bid, provided written findings supporting the use of non-competitive bid process show compliance with OAR 137-049-0600 to 137-049-0690 and applicable statutes. ORS 279C.335(5) requires the contracting agency to hold a public hearing before approving the written findings supporting exemption. The written findings were included in the published board materials. We will hear public comment on the draft findings at this time.

As a general rule, the Board will not engage in discussion with you during this portion of the meeting. Please rest assured that all comments are carefully considered and will help guide future Board action.
