4. Consideration and possible action pursuant to Texas Education Code section 11.184 to select an auditor to conduct an efficiency audit of the District in accordance with the Legislative Budget Board Guidelines, and other actions related thereto
Description:
July 7, 2023 Deadline for the Board to select auditor for efficiency audit.
Early August 2023 Board meeting to adopt budget and proposed tax rate. August 11, 2023 Last Date to publish a Notice of Public Meeting to Discuss Budget and Proposed Tax Rate. August 21, 2023 Last Date to Order a VATRE (after adopting a budget and tax rate). October 7, 2023 Last possible date for auditor to complete efficiency audit (efficiency audit must be completed within 3 months of selecting an auditor). October 8, 2023 Deadline for District to post the results of efficiency audit on District website (The Board must hold an open meeting to discuss the results prior to November 7, 2023). November 7, 2023 Uniform Election Date. |
5. Consideration and possible action to accept the engagement letter from Johnson and Sheldon PLLC for their service in conducting the 2022-2023 financial audit and reporting
Description:
I put this on the agenda so the July agenda would not be as long. This will be the third year to use Johson and Sheldon. I have been pleased with their reporting, support, and professionalism. I recommend hiring Johnson and Sheldon to perform the 2022-2023 financial audit.

6. Consideration and approval for Miami ISD to "REAP all federal title funds under Title I.
Description:
Miami receives about $30,000 in federal title funds in Title I, Title II, and Title IV. The Department of Education has very specific requirements and policies for Title funds. Miami can "reap" all three funds into Title I which simply means we do not have to have separate policies for Title II and Title IV. These Title funds will go under the umbrella of Title I's policies. Bascially, "reaping" allows for less paperwork and reporting.
Title funding amounts are determined by the number of students who qualify for free and reduced lunch. The funds can be used for personnel, instructional materials, software, and contracts. Title II funds are to be used for increasing student achievement and to improve the quality and effectiveness of teachers and principals. Title IV is to provide all students access to a well-rounded education, improve school conditions for student learning, and improve the use of technology to improve the academic outcomes and digital literacy of students. We use the title funds to pay for as many of the ESC 16 contracts that meet the Title guidelines. |
