8. Public Comments
Description:
Board Policy 2:230. At each regular and special open meeting, members of the public and District employees may comment to or ask questions of the School Board, subject to reasonable constraints. The individuals appearing before the Board are expected to follow these guidelines:
Members of the public may speak during this portion of the meeting. Comments are limited to five minutes. Board members will not respond to public comments or questions during "Public Comments". Should total Public Comments approach or exceed a cumulative time of 30 minutes, the Board may suspend additional Public Comments until immediately prior to the Board and Superintendent Comments portion of the agenda. |
9. Action: Consent Agenda Items
Description:
Board Policy 2:220 The President shall designate a portion of the agenda as a consent agenda for those items that usually do not require extensive discussion before Board action. Upon the request of any Board member, an item will be withdrawn from the consent agenda and placed on the regular agenda for independent consideration.
There will be no separate discussion of these items unless a Board member so requests, in which event the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda. |

Description:
The cost of employing the SRO for the 2022-2023 school year will be $74,178.80.

Description:
This item serves to update the rates for non-certified substitute/temporary employees. Listed below is the current rate and the new rate by position. The new rates are based on the newly approved rate schedules for permanent/regular employees.
Teaching assistant. $100/day ($50 half day)-->$110/day ($55 half day) Kitchen. $12/hour-->$13.75/hour Secretary. $12/hour-->15.75/hour Custodian. $12/hour-->14.75 |
9.g. Authorization to Spend
Description:
Since the budget will not be adopted on July 1, 2022, the Board of Education needs to authorize the District to expend funds in order to cover the costs of salaries, materials and supplies. The Board of Education is asked to approve the School District’s expenditure of funds to defray necessary and proper expenses and liabilities of the School District incurred for educational or operations or maintenance or transportation or site and construction purposes of the District for Fiscal Year 2023, until which time the Annual Budget of the District is adopted in conformity with applicable sections of the Illinois School Code. |

Description:
First reading was May 19, 2022. Attached for the Board's review is Update Memo, Issue 109 of PRESS. The Update Memo provides a summary of changes. The main updates are related to anaphylaxis management and the Health Care Right of Conscience Act. Other updates include miscellaneous changes to 2:230 and 4:10 as well as five-year review updates to a series of policies.

2(c)(1)The appointment, employment, compensation, discipline, performance, or dismissal of specific employees, specific individuals who serve as independent contractors in an educational setting or specific volunteers of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee, a specific individual who serves as independent contractors in an educational setting or a volunteer of the public body or against legal counsel for the public body to determine its validity. However, a public body may not properly discuss budgetary matters in closed session under this exception, even if budgetary matters may directly or indirectly affect its employees. The underlying budget discussions leading to the discussion of a specific employee cannot be held in closed session.37 Additionally, the public body cannot use this exception to discuss elected officials or occupants of public office. |
