V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by one of the following methods by 10 am Tuesday May 9, 2023: email public comments to jsaxton@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. Description:
Hulet and Park Elementary are requesting Governing Board approval of a new reading series called Great Minds Wit and Wisdom/Geodes. It has undergone a 60-day review and is ready for final adoption.
Recommendation: Discussion and consideration to approve Great Minds Wit and Wisdom/Geodes reading curriculum for final adoption. |

IX.A. Holbrook Unified School District FY 23 Final Budget Revision & Public Comment- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a final budget revision for FY 23. The budget revision updates the current year budget to align with current year funding requirements including updates for current average daily membership, revised unrestricted capital budget limits and a revision of FY 22 budget carry forward. The budget revision is included in the back up materials. We invite public comment on the budget revision at this time.

IX.B. Holbrook USD #3 Maintenance and Operations Override Election- Dr. Koerperich
Description:
Consideration and possible adoption of a resolution ordering all matters necessary for a ten percent (10%) maintenance and operations override election to be held November 7, 2023. If this resolution is so adopted, the deadline for submitting arguments with respect to it is July 28, 2023 at 5:00 pm.

IX.C. FY 24 Notice of Appointments for Non-Exempt Support Staff & Three Percent Raise – Dr. Koerperich
Description:
The District’s administrative team is requesting Governing Board approval to issue FY 24 Notice of Appointments for non-exempt support staff for the 2023-2024 school year. Included in the back-up material is a list of support staff members the administrative team is recommending for rehire. We are recommending a 3% raise for all support staff hourly rates.
Recommendation: Discussion and consideration to approve the FY24 Notice of Appointments, as well as, a 3% raise for all support staff hourly rates as presented. |

IX.E. Contracted Auditing Services- Dr. Koerperich
Description:
As required by state and federal law, the Holbrook School District must contract with an outside audit firm to independently determine our District’s level of compliance with federal and state mandates. We are requesting to approve CWDL Certified Public Accountants, formerly Dobridge & Company, CPA, to perform the HUSD #3 annual audit.
Recommendation: Discussion and consideration to approve CWDL Certified Public Accountants to perform the annual audit for HUSD #3 for fiscal year 2024. |
IX.F. HUSD #3 Teacher of the Year Stipend- Dr. Koerperich
Description:
The Vince and Libby Budenholzer Family have generously donated $200 for each teacher recognized as Teacher of the Year at HUSD #3. The Holbrook School District is requesting Governing Board approval to allocate these funds through payroll with the Holbrook School District paying any benefits associated with the stipend.
Recommendation: Discussion and consideration to approve the Holbrook School District to pay any benefits associated with the Teacher of the Year stipends as presented. |
IX.G. SY 2023-2024 Student Handbooks- Dr. Koerperich
Description:
Holbrook High School, Holbrook Junior High, Hulet Elementary, Indian Wells Elementary, and Park Elementary School have completed their student handbooks for the 2023-2024 school year, including yearly student handbooks and Positive Behavior Intervention & Supports handbooks. The handbooks are provided in the back-up materials.
Recommendation: Discussion and consideration to approve the Holbrook High School, Holbrook Junior High School, Hulet Elementary School, Indian Wells Elementary School, and Park Elementary student handbooks for the 2023-2024 school year. |
IX.H. HUSD #3 Summer Activity Approval- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of summer activities as presented in the back-up materials. Summer activities will be grant funded or sponsored by clubs. District liability insurance will cover these events during the summer months.
Recommendation: Discussion and consideration to approve the HUSD #3 summer activity plan as presented. |
IX.I. Out Of State Travel Civics Matters to Washington, DC- Dr. Koerperich
Description:
Six Holbrook High School students have qualified for a four-day trip, June 14-17, 2023 to Washington, DC through the Civics Matters Essay Contest provided by the Governor's Office, the Arizona Cardinals and the Close Up organization. Katie Meeks, Teyha Nelson, Hannah Yazzie, Nikol Gombos, Kimora Ochoa, and Jocelyn Dick have all qualified and been selected for the trip. All expenses will be paid by Close Up and the Arizona Cardinals. HUSD #3 is requesting approval for out-of state travel, as well as, a district vehicle and one-night lodging for students on Tuesday, June 13th.
Recommendation: Discussion and consideration to approve out of state travel for students and Mr. Herndon to attend the Close Up Washington DC trip sponsored by Governor Ducey and the Arizona Cardinals as presented. |
IX.J. Northern Arizona Vocational Institute Of Technology (NAVIT) Intergovernmental Agreement - Dr. Koerperich
Description:
The Intergovernmental Agreement (IGA) between NAVIT and the Holbrook Unified School District requires annual approval by the Holbrook Governing Board. The IGA outlines HUSD #3's agreement with NAVIT in relationship to the programs and courses taught at Holbrook High School. The IGA has been reviewed by legal counsel.
Recommendation: Discussion and consideration to approve the 2023-2024 Intergovernmental Agreement (IGA) with NAVIT as presented. |
IX.K. Federal Project Manager Intergovernmental Agreement- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval to continue an Intergovernmental Agreement (IGA) with the Joseph City School District to share a Federal Projects Manager position. The IGA outlines the shared responsibilities, as well as, the financial terms for each school district. The IGA is included in the back up materials.
Recommendation: Discussion and consideration to approve the Federal Project IGA with the Joseph City School District as outlined in the back up materials. |
IX.L. Intergovernmental Agreement Between Holbrook USD #3 and Navajo County Sheriff's Office- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of an intergovernmental agreement between the Holbrook School District and the Navajo County Sheriff's Office for school resource officer services through the Arizona School Safety Grant. The IGA is included in the back-up materials.

IX.M. 2023-2024 Inter-Agency Agreement To Provide Child Nutrition Programs- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of an Inter-Agency Agreement To Provide Child Nutrition Programs with the Navajo County Instruction For Success School (NCIS). The Inter-Agency Agreement is included in the back-up materials.

IX.N. Elementary and Secondary Emergency Relief Funds (ESSER II) Approval- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of an amended ESSER II grant. The grant proposal which has been approved through the Arizona Department of Education is included in the back-up materials.

IX.O. Paper Tutorial And Major Clarity Sole Source- Dr. Koerperich
Description:
The Holbrook School District is requesting to designate Paper as a sole source for online tutorial services. Paper is a 24/7 online tutorial service that provides student access for online tutorial services. Paper also provides Major Clarity as a college and career planning service that can be used for post-secondary readiness.
Recommendation: Discussion and consideration to approve Paper as a sole source provider for online tutorial services in conjunction with Major Clarity for post-secondary planning services as presented. |
IX.P. ASBA 2024 Political Agenda Recommendations- Dr. Koerperich
Description:
Annually, the Arizona School Board Association (ASBA) develops an ASBA Political Agenda to determine legislative priorities for advocacy during the upcoming legislative session. Each school board has the opportunity to draft legislative priorities or adopt the draft political agenda drafted by ASBA. HUSD #3 is requesting approval of the attached recommendations to be submitted on behalf of HUSD #3 as part of the 2024 ASBA Political Agenda for this year's legislative session.
Recommendation: Discussion and consideration to approve the proposed ASBA 2024 political agenda items to be submitted to ASBA as consideration for the 2024 ASBA Political Agenda. |
